Schools claiming they accept Canadians, but interview none?

So I've noticed that there is schools such as Central Michigan who explicitly say they consider Canadians as OOS, yet interview no international students. This doesn't make any sense, does this school actually accept Canadians? is the data for Canadians lumped in with the OOS students?
 
While the data are self-reported in the MSAR, we presume that admissions offices are honest brokers with their data. It does look to have matriculated 3 internationals but interviewed none. You'd have to ask them. One reason why we tell folks, if the number is fewer than 4, they are likely internal candidates.

While some things are submitted by schools (mostly text), AMCAS independently reports the number of IS, OS and international applicants, interviewees and matriculants.
The stuff on school websites, on the other hand...!
