If a person has at least a 28/29 with an excellent gpa (>3.8), great PS, and stellar range of EC's, then I think they stand a chance at any mid-tier school. Every thing else on the application has to be darn near perfect to overcome the low(er) MCAT score.

Less than 28 demands a retake.

And the MCAT is the easiest part to change. Increasing your GPA is much more difficult to achieve.
 
Due to the increased number of applicants average MCAT appears to be increasing for accaepted students.

MCAT 28-29 may have looked good 2 years ago, I suspect this will rise to 30-31 until a significant increase in medical school positions or decrease in applicants occurs.

The average for accepted applicants has been between 30 and 31 the last few years with the median at 31. This means that half of all accepted applicants had under a 31, so I'd hardly say a 28-29 is bad if everything else is in order.
