USMLE Scoring at average for every block = 23rd percentile?

Just took the UWorld SIM Form 1, and scored slightly above the average for the first 2 blocks and scores 1 point below the average for the 2nd 2 blocks. Performance report says this puts me at 23rd percentile and a score estimate of 199.

Is this a glitch in the matrix? I feel like they are trying to say that more than half of test takers score better than half of all other test takers... which... you know, math and such...
