scramble question (unfilled list means what?)

So regarding the list of unfilled programs that you can find on scutwork from previous years-is that the list as it stands on Black Monday (i.e., before the scramble) or as it stands once the scramble is over. In other words is you look at hospital X's IM program and see that it had 4 spots not filled does that mean that it didn't fill before the scramble but probably in the next two days it did, or does it mean that it truly has 4 fewer residents in IM during the upcoming year because after all is said and done (including the scramble), it still ended up not completely filling?

that list is as it was when they release the none-filled program results; most spots subsequently fill, but it is not unheard of (Esp for better programs that don't match) to leave spots open if they don't get the quality of applicant they expect
