If you don't know the program, how do u know there is even one with vacancies?

The way the formula of the match works then as long as the program has you ranked even if it is dead last on their list you will still match there even if they are dead last on your list as well. Does this make sense? So I don't see how they can contact people that they interviewed that didn't match there...

As a fourth yr, when I first applied and went unmatched, i called sfmatch and begged them to tell me if there were any vacancies. All they told me was that there were a couple but wouln't give me any details. So when I got the match statistics, it showed that there were 2 programs that went unfilled.
However, there were no vacancy posted on sfmatch. I was frustrated. I later found that pds prefer to fill the spot quickly by interviewing candidates that they know are unmatched -from their own school, by calling nearby med schools, or resident in another program from their own institution etc)
They prefer to do this as opposed to paying 100$ and posting their vacancy on sfmatch and getting 1000 calls from everybody.
So it might be that pars plana went thru the match and had access to the statistics or found out by calling that there was 1 unfilled spot or he/she might be bluffing.
