second residency- go through match?

For a second residency, do most people go through the match, or do they look for positions outside of the match ? Is the funding question always looming (re. Medicare not reimbursing programs for a resident going through a second residency) and restricts one's choices re. specialty or programs? Thanks.

From what I can tell it is about 50/50.

Right now I am weighing my options regarding this and am probably going to persue a spot outside the match as it costs a good amount of money between applications and travel expenses and you still have a pretty good chance of being left out in the cold as your medicare dollars are gone and 90% of the programs need this money.
