an advisor told me that ALL schools screen before sending you secondaries, and you should only turn them in upon invitation, but I doubt it: for schools that don't screen, ie: Tulane, we can turn secondaries in without waiting for them, can't we ?
few schools screen but you should always wait until they invite you to turn in the secondary....most times you can't even access the online system unless they invite you so this would be a non-issue

I waited for out-of-state schools to invite me to submit a secondary (usually it was in the same email that said they had received my application).
However, the Texas schools have a link on the TMDSAS website that you are expected to find in order to fill out the secondaries. Those secondaries must be received by the deadline of the primary application. Make sure you are aware of all deadlines and keep track of any correspondence.
Don't submit a secondary until invited. However, it is a very good idea to read through last years Secondary Prompts Thread and start cranking out the essays for the schools you will be applying to as the questions tend not to change much year to year. The essays generally take up >90% of the time it takes to complete a secondary.
Screens only invite students who make the GPA and MCAT cutoffs to fill out the secondaries, while no screen schools let everyone fill out their secondary.
