Secondaries without AMCAS?

Do any schools send out secondaries without AMCAS verification? Stupid AMCAS is taking a while, and I'm worried that I wont get my secondaries soon enough. Anyone?

The UC schools send out secondaries without AMACS, it was called the "UC Application" and I got it in late August last year.

I am not sure about other schools, but I know some did a similar thing. I think Tulane did cause people were getting in as early as September.
