If someone gets an email from a school asking them to fill out secondary forms, does this mean that they already looked at his/her application and liked it that they requested 2ndaries? or they ask whoever applies to that school to fill out secondaries?

It simply means you have met the minimum requirements to fill out a secondary application. It's not an indication of giving you admission by any means.
