Secondary turnaround time relative to Primary verification?

Hi,

A lot of people mention the two week turnaround time for secondary applications. However, some schools send secondaries even before verification. It was under my impression that it does not matter if you submit secondaries early if you're not verified.

Does the two-week turnaround time apply to two weeks after verification?

If anyone is 95% certain that it's from the date of verification, that's not nearly certain enough. Just be safe and get in in ASAP from the time that you get it.
