For schools that screen before sending secondaries (e.g., Arizona, UCLA), do they need LORs in order to screen? It's unclear from their websites.

You are usually asked to submit your LORs with your secondary application (not with your primary). Before you (or someone else) ask(s), no they will not look at them if you turn them in sooner.
