sending transcripts

You do not have to e-submit your application before you send your transcripts. You do have to create an ADEA AADSAS account though and fill out the Colleges Attended section in order to print out the Transcript Request Form. This should be sent to your schools so they can send it together with your official transcript to the transcript processing center. Do this ASAP since it can take a couple of weeks depending on traffic and an additional few weeks for GPA verification from the time you e-submit.

I should send the transcript Even if I'm probably going to submit the entire app on July 15 cause I'm waiting on a letter of recomedation

If that's a question you're asking, then yes lol. For instance, I requested for my transcripts from my schools on June 2nd and they were received by AADSAS on June 10th and the 15th. I didn't e-submit my application until the 16th. Thus, it's doable. Many people request transcripts before e-submitting.
 
So would AADSAS actually require foreign transcripts? I keep being told that they don't, but then there is a line in the instruction manual that says to have them sent in.
