So the dentist I have shadowed is apart of an international program. I shadowed him for four summers in India.
If he were to submit a reference letter for me, is that going to count against me in any way because he is international?

Yes, if you want to be an AMERICAN dentist in AMERICA, then shadow an AMERICAN dentist.

And I have shadowed other dentists but I feel like he would be the best to ask a LOR from jsut because of the length of time i have volunteered with him

Then, get both domestic and international LORs where possible.
