Shadowing Summer Before Freshman Year

Hi, as the title says I'm first of all wondering if shadowing the summer before freshamn year of college counts. I don't have anything to do this summer and I'm looking at 50+ hours of shadowing soon, or more if I do another week. I'm in a very relaxed environment so it's easily done. Second, I live in Europe currently and will be going to college in the US (I'm a US citizen) so the shadowing is at a large hospital where I live. Is shadowing in Europe regarded differently? I'm just checking but I doubt it would be, if anything I assume it would give me insight into how things are done differently in Europe.

Shadowing in Europe before you actually start college can be mentioned but it is at least a second or third tier activity. Do not assume the hours will count towards an expectation of having shadowing under physicians practicing in the US

What would you say are "first" tier activites?
