Thoughts on short tracking (2 years IM -> GI fellowship) including advice on getting into such programs and is there a list of institutions that offer this?

I am in this program.

The PSTP is really set out for ppl who are wanting to focus on research as their career not not just a way to backdoor yourself into GI. You need to remember that 3 of these years are 80% research which will undoubtedly take a hit to your clinical skills and practice. You won't be failing board but your endoscopy skills certainly will not be at the same level as normal 3+3 grads.

Search "PSTP internal medicine residency programs" and you should get a list. Of that list probably 95% will have an entrance into GI. Some do not. Just depends on the program needs and if the division can support an additional fellow.
