I applied two years ago, got one interview, but did not get in. I'm applying this year again, but want to know what everybody thinks about using the same personal statement from two years ago. Do they keep our record on file after 1 year? Would they notice if I use it again?

I personally would make a few changes and probably indicate how you changed in these 2 years. You could still use the basic outline of it, but make sure you note the improvements you made.

Has your life not changed at all in two years?

Unless you're sure that it wasn't the PS that didn't work previously, I would be hesistant to use the exact same statement. It should be updated to reflect any changes and polished further, but still remain true to yourself (i.e., no need to completely change it just for the sake of change).

I haven't written an essay in so long that I'm so afraid in doing a poor job. But, you guys are absolutely right! I'll just use the same basic outline and exemplify further self-improvements.
