Is there a point to try to submit a secondary quickly if I'm still waiting on 1 last LOR? I dunno if schools will look at our file if we are not complete?

I don't think they will look at your file without LORs ( if they are required for the application to be "complete.")

IMO, It's up to you if you want to be just done with it and wait for the LOR or do the whole thing when you get your last LOR.
