Should list these as two separate EC activities?

So I am the president of my school's chapter of a national Alzheimer's awareness organization. Last month, all of the chapter presidents were invited to attend a National UsAgainstAlzheimer's summit in Washington D.C. Here I met with Congressmen from around the country to advocate for the passing of a dementia-related bill, and also gave a brief speech about my organization before introducing my state's Senator to speak at a gala at which other Congressmen were in attendance.

My question is whether I should talk about this trip as its own EC separate from my experiences as chapter president back at my school, or whether I should just include it when talking about my activities of president of our school's chapter. I just am not quite sure because no one else from my school's chapter attended and I also feel like the trip could possibly be significant enough to write about on its own. Any advice would be greatly appreciated, thanks.
On the AMCAS application there is a pull-down menu choice of Leadership-Not Listed Elsewhere, where you could include all the leadership roles you took on as president. Or, if you feel the activity is strong enough to stand on its own and you have a lot to say, you could separate out the Summit activities and list them on their own under a space you label as Conferences Attended. Since your participation was significant, I would support that choice. Another option would be to use those events to answer various Secondary prompts, like "Tell about a time you made a difference." As suitable prompts are unlikely to appear for most of your schools, this would be my third choice.
