signing up for Step 3

I'm trying to sign up for Step 3 but the only eligbility periods it's giving me is in December-January. I want a March date. Do I need to wait before I can sign up?

They are only doing 60 day eligibility periods right now to encourage people to sign up in the early periods of the new format. I think March will open up in January.
