Technology skype or any voip cant connect on laptop

Im trying to connect to skype.. and it cant connect. tried at work with comcast wi fi. tried at home with comcast and cant do it. Tried some others like i call and i still cant connect. i turned off my firewall.. on my laptop and still no.. anyone have any suggestions?
 
Has it ever worked for you on that computer? Make sure you turn off antivirus also when trying. What version are you using? What OS? Does it give an error message? What happens?

the antivirus is off.. im using xp skype just cant connect and neither can icall.. I think the answer lay in proxy settings and the like .. I think comcast is blocking some port.. but im not sure how to attack this problem
 
Does it work with a different computer on your network? Do other people have the same issue as you?

it doesnt work on my laptop on two different networks..
 
Generally, as an ISP, Comcast does not block ports very often (probably their most often blocking is on outgoing port 80 to prevent people from running webservers on a residential account).

Check your Windows Firewall settings, as well as the Proxy Settings in Internet Connections in the firewall; maybe somebody setup some SOCKSx or similar proxy settings at one point and didn't get rid of them. You will probably want to set it to 'Automatically Detect Proxy Settings'.
