I found my answer in the SMP guide. >.< I apologize. Wanted to know about the timeline, and it was just further in the guide than I had read.

Depends completely on the SMP program. Most open their applications around November-January. Some, like you said, require you to be waitlisted. Find some SMP's you'd be interested in and check out their individual application policies.
