So Many Unfilled Spots in Radiation Oncology?

As I've heard, there are currently an excess of Radiation Oncologists in Canada and an increasing shortage of jobs for graduates. For example, someone told me that only 2 of the 4-5 Toronto grads in the program will be offered jobs and that it's practically impossible to find a job without doing a fellowship after residency. I've also heard that the number of applications to rad onc programs from CMGs overall has dropped again last year. I've been told that it is becoming harder for Canadian trained Rad Oncs to find jobs south of the border in the US b/c American graduates are saturating the market? Are these true? If yes then maybe these re reasons why there are unfilled spots in radiation oncology.

The reason is much simpler than that. Residency programs (especially newer, smaller ones) do not rank a sufficient number of applicants to match. Probably they get cocky some years and think they need to only rank a handful of applicants. At "top" programs most would agree that it is safe to rank ~10 applicants for each position you have available.
 
i never understood that. whats the harm in ranking each and every person who interviews at a given program? (unless, of course, they are terrible in person...which probably isnt the case)
