So what's the story with the UCLA part I scandal?

I've heard that there was a packet of "NBDE Part I remembered questions" going around that was submitted to the national boards (by some guy that thought it wasn't ethical). They some how identified the people that created it and now those 10 people have to retake the Part Is and their liscences are revoked for three years?? I've heard it from several people now.
 
This has been going on for ages. I know for a fact there are schools that (unofficially) tell students to each memorize one question on the national board and then jot it down to compile for next year's class board review. Knowing that 1/3 of questions on the board are new, 1/3 are same concept questions, 1/3 are exactly the same, your chance of passing the board by getting 50%-60% correct is drastically increased! This explains why two dental schools may only be two miles from each other yet the passing rate of one is much higher than the other. Then when clinical board comes around, the school with the lower board passing rate have a much higher passing rate for clinical board. There are last year's board floating around (officially, there isn't and there shouldn't be any) because some schools and/or their students make a concerted effort to boost their ranking. It's unfair and similar to the Patriot's videotaping scandal; why the board only crack down on UCLA and New Jersey is puzzling since it is quite widespread. I knew of two other schools that did this so it must be widespread.
 
is it really hard to write new questions? come on now....

if certain concepts appear over and over on exams, then it's obviously important. students should know those concepts.
