Surprising training abroad puts you back to essentially the 2nd year unless specialize. Why only one year credit for training other places? Why? What do they say is missing? Is there really any difference between US and dentist schools in other countries in terms of the actual dentistry. I know USA usually start dental school after college but then isn't dental school essentially the same?

You are credited 2 years actually, but only if your school is recognized.
There are some schools one gets absolutely no credit at all
The additional training is meant to assure the safety of US population and protection of the internal market
