Some funky math going on...

I am reading the answer to one of the problems I solved and the book goes over some funky math that I have never seen before.

0.97/0.82= (0.97+0.194)/(0.82+0.164)=1.164/0.984=1.18


What is going on here? Why did they use this? and How can I know when to employ this??
Also, how do they expect me to find that the answer is 1.18???


I know I can approximate, but these are the values the book uses to explain...
 
No idea about the math, but
0.97/0.82 ~~ 1/(4/5) ~ 5/4 ~ 1.25

I rounded up the numerator and rounded down the denom in the estimation, so my estimate would be about 1.2ish
