If you've already sent off for everything (LORs, transcripts, GRE, etc.) you could submit it now...or you can wait. You have some time- just make sure you're aware of each individual school's deadlines. I think I submitted my app around the 1st of November and everything was there in plenty of time. It's really up to you--do you want to pay all the app fees now or wait? 🙂
And, you're right: SOPHAS won't forward the app to your schools until it's complete (minus GRE scores though, those had to be sent directly to each school...or at least all the schools I applied to anyway.)
