Does Anybody Know How To Take Spex If You Never Had Medical Lincense In United States??????????

The SPEX is designed as an assessment of general medical knowledge particularly for cases of physicians on observation for impairment under supervision of a state medical board and for physicians who have not maintained an active license or current board certification (usually a certification current within ten years) as a prerequesite for licensing. My brief web research says ten states require this exam as a general requirement. I suppose other states might require individuals take the test depending on the circumstances. It is not a general licensing examination, however, and does not replace the USMLE.

To quote the FSMB:

"The SPEX is a computerized, multiple-choice examination of current knowledge requisite for the general, undifferentiated practice of medicine. The examination is intended for physicians who currently hold, or who have previously held, a valid, unrestricted license to practice medicine in a U.S. or Canadian jurisdiction.

Appropriate candidates for the SPEX include physicians seeking licensure reinstatement or reactivation after some period of professional inactivity or physicians involved in disciplinary proceedings in which the board determines the need for evaluation. The SPEX is also appropriate for physicians applying for licensure by endorsement who are several years beyond initial licensure."
 
A realted question- does CA require you to get licensed within 10 years of the first step of your USMLE? If you don't, will you have to take the SPEX? Or do they accept board certification within the last 10 years? I looked at their website, but I guess I couldn't figure it out...anyone with any personal experiences? I practice outside of CA but want to keep my options open, maybe I should just go ahead and apply for the license while I can still get it based on my USMLE?
 
The reason I want to take spex is because for CA board IMGs require 2 year post graduation training but if you take spex then it is only one year.
I never had license in USA so I do not know how I can take SPEX....that was my question.
Also after speaking to the analyst what I gathered is that if you have passed the 10 year time limit to clear all three steps....if you pass SPEX that can revalidate your old scores, she mentioned that in that case SPEX becomes your licensing exam.....they will not look at USMLEs that is what I understood.
