does any one know how long one has to live in the state to gain state residency, epsecially for the state of New York? what proceedure do you have to go through?

I don't know about NY, but for FL I think you have to have lived in FL for at least 12months... showing proof of employment and stuff like that.
 
Your best bet is to call the school in particular. Its their call and they can say if your a resident or not and what the criteria are. Myself I am in the middle of applying for residency in FL. They asked for my license, my rent agreements for more than 12 months (I gave them my apartment lease that I have had since 2000), W-2 forms from your work, notary form that they give you, and where your going to school and what residency you had when you went there. It was a lot of stuff.
