States that require pre-med for license?

I'm not sure if this has been asked before, but I definitely scoured and didn't find anything.
There are a few states that require "a minimum of 2 years of premedical" studies in addition to 4 years of medical school? There are likely others. What does this mean exactly?
I am a senior med student in Europe where there is no premed. The curriculum in Europe is 6 years of straight medicine with some elements of physics/biology/chemistry. But essentially it's a 6 year MD program straight out of high school. Are people from Europe really not able to get an initial license in these states to start residency? Or would the first 2 years of a 6 year MD degree qualify because it is a comprehensive integrated program?
I can't imagine that no one from Europe or wherever else in the world they do this (India/Asia?) can't start residency in NY. Anyone input or experience on this topic will help...
I tried calling the NY Board and essentially it was some secretary in a random office who thought she knew what she was talking about but didn't even listen to my question so I definitely have no info from them.

In many states foreign educated people can't get an unrestricted license at the time they start residency...
In all states all people cannot get an unrestricted license at the time they start residency. In most states US grads can get one after a year if residency, and in most states foreign grads can get one after 2-3 years. The requirement for pre-med stuff is generally irrelevant. If you can get into and through a residency, you'll be licensable in all 50 states.
