What would be the easiest state to get licensed? (less hassle, most straight forward process) Any ideas?

Over half my program is licensed in Indiana. Its like 250 bucks with minimal paperwork. Since we are military, we get to choose a state.

Virginia is pretty easy and I also hear Wisconsin is one of the cheapest. 😎
 
NOT New Jersey.

Its costing me over $1000 (INCLUDING $325 for the "priviledge" of having my application be approved to apply), which doesn't include the cost of my state DEA and all the submitting document fees (ie, transcripts) and I have to practically submit to a cavity search along with my fingerprints as well. 😱
