I'm mainly interested in Emory GHID but as a safety USF GCD.

If you were in my position would you retake the GRE for a higher quant score?

Your background and commitment to public health will certainly boost your application. Your quant GRE score and GPA may hold you back a bit- GH is Emory's most competitive concentration. That said, you should definitely apply and you will certainly get in somewhere, but you may want to broaden your search for schools. IF you have time, and feel you can make a significant improvement to your score, it may be worth your time to retake the GRE to put yourself in the best position for consideration.
