What is the minimal percentage of correctly answered questions that would guarantee passing step 1? Would 65% surely make it?

Apparently, it's between 60 and 70%. It's probably different depending on the difficulty of the test you get.

"passing the CBT step I is estimated to correspond to answering 60 to 70% of the questions correctly" So your initial guestimate would seem pretty accurate. I remember reading somewhere else that it was ~66% of scorable questions ( ie. out of the 350 questions, only 300 ( example, not literal) are included in your final score, as the rest are being used to gauge examinees perfomance for future exam purposes. So taking this example, you could miss 100 testable items and all 50 of the nonscorable questions and still pass.
Secondly , although I am not sure what the upper limit of scores is, the highest scores I have heard of have been around 270. For arguments sake then lets put the high as a 280, and as the passing is set at 182, that roughly works out again at ( whattuyaknow) mid sixties. when all is said and done aim for stars and you'll hit the trees. Aim for the trees and you'll hit the ground. Good luck.
