Step 2 CK score reporting

USMLE mentions the following regarding score reporting for step 2 ck

The target date for reporting Step 2 CK scores for most examinees testing the week of July 10 through late August will be September 14, 2016. For examinees whose circumstances require that they receive Step 2 CK scores before September 14, it is recommended that they take Step 2 CK no later than July 9, 2016.

My brother is planning to take his exam on August 8th, and we were wondering if his score would be back by September 14th.

Also if the score comes back on September 14th is this too late by any standards regarding application and having everything submitted on time for programs since hes an IMG?

This is tricky because no one can guarantee you'll have it scored in time. My buddy who matched this year took his CK on August 20 last year, he received his result 4 weeks later. I know others who waited 6 weeks. Best thing to do is take it as early as you can, there's just no way to know who gets delayed and who gets it in reasonable time.
