Step 3 average scores..

Hi Guys..
I searched everywhere but couldn't find this kind of info.. does anybody know what the average score for step 3 is? And what is the standard deviation?

From the score report that I just got...

Mean is 214
SD is 17

So, what I've been told about how step 3 score doesn't matter, and what matters is just to pass it to be eligible for an H1 visa.. is that true?

I scored quite well on step 2CK (270/99) and I donno if I should take a high-risk under prepared attempt at step 3. I think I would pass, but wouldn't score as high. What do you think?
