Step 3 before residency begins?

Can step 3 be taken before residency begins and even before you have the results of your Step 2 (ck, cs) exams? When can you register for step 3?

Is the application procedure the same as for step 1 and 2 or are you required to submit additional documents?

When you can take Step 3 varies by state. Step 3 is different from Step 1 and Step 2 in that it is overseen by state medical boards, not the NBME.

The Federation of State Medical Boards has a chart for requirements by state. You also have to fill out FSMB paperwork; the application process is somewhat different from applying for Step 1 and Step 2. For states that require that you have started residency, you need a letter from your program director.
 
You need a M.D. for Step 3. You can sign up for it in any state, it doesn't matter where you currently reside. A lot of people do CT and I think CA.
 
as others are saying, it's doable. and not at all a bad idea if you feel good and ready after studying for step 2. the tests are quite similar.
