Since nearly all of the other specialties require a transitional year, I can understand how you have to wait to the end until you can take your Step 3. But for pathology, with no such transitional year, do you still have to wait until the end of your first year as a resident to take it, or can you sign up for it anytime (namely, before the end of your first year)?

It is totally dependant on the state, in some you have to wait in others you don't. You can find out the info on your state on this web site.
