If you are in an ortho program that gives you a stipend, do you still pay "tuition"?

It depends on the program. Some do some strange stuff where they charge about 30k tuition and give you about a 30k stipend

Others won't charge tuition but give you a stipend.

There is an Ortho residency somewhere in new york that pays a 50k stipend without the cost of tuition. :D

Typically only the hospital based ortho programs offer big stipends w/ little or no tuition. There are only a handful of these; most are on the East Coast.

Minnesota offers a stipend but it is just barely enough to cover tuition.

Hope this helps.
