Strange Institutional Action...Need Advice

In the student handbook it says that we are responsible for everything and everyone in our apartment. That is the only rule that "broke."
I would strongly advice you to think carefully of how you'll describe it in your application. "Taking responsibility" in this case is very different than a normal IA. You did everything possible in your power to make things happen well. I would find a way to word it where you acknowledge that your student handbook gave you this responsibility and you acted in good faith to keep it.

i would just clearly state all the relevant facts, and any adcom should know that the OP did nothing wrong here. there really is no need for the OP to go out of her way and say that she has "taken responsibility" for any "wrongdoing".

I concur. While it is important not to shift the blame when the blame is your own (eg "the teacher didn't teach us how to cite our sources"), in this case I think that there is no real reason to state that it won't happen again or that you learned a lesson.

The adcom recognizes that sometimes IAs are blunt instruments and that students who are blameless are sometimes caught in a net.

Yup, it's like if someone stole your car, and then you were held responsible for what happened. What's to learn?

Things happen in life that are beyond your control.
