i think the OP might be suggesting summer international exchange studying for elective hours which my school does have and it just so happen to be japan+china this year.

24,000 RMB ~ $6000. Yes its cheap by US standard, but that's 2 years salary for an average chinese, or 6-8 months in affluent cities like Shanghai. Imagine some school in the US charging $100K a year. LOL
