Studying for the MPJE in general (WA)

Hi, I just moved to WA from CA and need to take the MPJE in order to transfer my license over.

It's been a while since I've taken law class so.. when studying, do we always apply the stricter rule to a question?

For example, in a case where federal law is stricter than state law and the question asks for the state law specifically OR unspecified, would we answer the state's law or what is stricter?
