Say there is a blood vessel, is the lumen the space inside a "tube" (where the blood is flowing) or outside the "tube".

Also, for enterocytes, is the apical side toward the lumen, or is it the basolateral side?
 
Lumen is in the tube.

Outside would be called the interstitum.

Apical is the lumenal side
Basolateral is the side not touching the lumen.
