It won't matter from a chronological perspective since verification will require your transcripts. It's possible to submit your application without your latest grades; however, I'm not sure at this point if that would be worthwhile since the wait for verification at this point will likely be substantial. Submitting before your transcripts aren't available if you're planning on waiting for your latest grades won't do anything for you.
 
You won't be processed until your transcripts are in, so you could work on your essays in the meantime.

What do you mean? It's okay to wait a bit? I'm a non-trad and all of my transcripts are finalized, just not received yet.

Yes - just wait. Even if you were to submit today, nothing would happen with your application because the verification process requires official transcripts. Thus, you won't gain any sort of advantage from submitting before your transcripts are in.
