submission - no available programs?

I am trying to submit my application, but there is only one school I can select under the available programs. Next to the question mark, it says "why can't I see all of my programs? You can only pay for programs that are complete, so we're only showing the applications that are ready to be submitted."
I have one letter not turned in and transcripts aren't received yet. Is this why I can't see the available schools? but I thought letters and transcripts can be turned in after submitting the application. I'm confused. Can someone help me out please?

You need to complete all the sections in "program materials." That is, you need to enter the prerequisite classes and answer the supplemental questions.

Oh this is new section so I didn't actually know there were these stuffs to fill out.
