I have one more letter to get before the health professions office for the committee packet. So I remember seeing somewehre that I can send in LORs after I get secondaries. Schools give out secondaries to people without a complete application?

This is correct. Your letters just have to be in when you send in your secondaries, but you might as well just send them in as soon as possible - one less thing to think about.

I assume secondary essays can be sent in before LOR as well, but you just aren't considered complete until letters are in.
