Submit or Wait?

I currently have a 3.67 cGPA; 3.65 sGPA and have one last quarter before I graduate college. I was planning on submitting my primary app on the first day but now I'm wondering if I should wait if my grades next quarter are good? I know it's a bit neurotic but would a 3.70 cGPA give me more of an advantage over submitting 2 weeks earlier? My gut tells me a .03 GPA increase won't really matter but I feel like the visual impact of a 3.7x over a 3.6x would be worth it. What are you opinions on this?

I was thinking that if I sent my application in before Spring grades were released, I could also update schools later on of my Spring grades which might work to my advantage. Any thoughts on this idea?
