Submit primary before LoR

Just wanna make 100% sure, that I can submit my primary right now for verification before creating any entries in the LoR section, without any repercussions. Like I've literally left that whole section blank since I've been reading how you can add those later, but would I have to add those after verification or before?

You can submit now and add them at anytime. You simply cannot delete them once you add them.

I added mine after verification, and haven't had any issues.
