Should I submit my application even if I don't have my LOR, or DAT scores. I know it takes a while for them to compute the GPA. I was thinking of submitting the App. right now and then add my LOR as I get it.

If everything else is finished, yes. Do it. You can always add more schools later

Submit your application if other sections are complete.

GPA verification can take a few weeks which gives time for LOE's to get in too.
Talking to AADSAS, sounded like DAT scores are updated every Friday. That could take a week or two...
