I was made aware that I did not have to have my LORs submitted until I submit my secondaries. If this is true, is it possible to submit my primaries while leaving the "Letters of Evaluation" section empty?

Just write contact info for the evaluators who will submit a LOR for you, assuming you've already asked them.
 
Yes it is possible. Many schools will have section where you list the names of your prospective LOR writers. Other schools won't have an option and will just inform you to upload all of your LORs to AMCAS and that they'll receive the automatically. Either way, you can submit your secondaries before your LORs come in.

So you're saying that in my primary application on AMCAS I can just ignore the Letters of Evaluation section completely? Or do I have to fill out an entry for every single letter writer? And if my university is sending one single package of letters to AMCAS, does this change anything?
