I know this varies from adcom to adcom, but in general, what is the best way to communicate experiences and achievements that happen after the applications are turned in? When I have interviews, obviously that is the way, but what about places that have not invited me yet? Choices seem to be either a supplemental essay or a kind of résumé fragment. I would lean toward the essay, except that it seems less likely it will get read.

Update letter through email, if they allow it, but not by train. It's too slow.

Do not send updates to schools who specifically state that they do not accept them. Look on the webpage. If they want an update they will tell you how to do so.

The question is not how to submit. It is what to submit: a brief essay, or a résumé-style list of what I've been up to and it's relevant aspects. In the essay I could give more detail, but the list would be more likely to be read in a pile.

I would personally limit myself to a letter, half page of text at most, that clearly and briefly describes anything that is new. You will probably get as many responses as there are people who respond, but that would be my personal choice, both of what I would want to read if I were an adcom, and what I would send were I applying now.
