Submitting Secondaries Without All Assigned LOR

All schools I have applied to have a minimum between two and four LOR. I have assigned four LOR to every school but only two have came in so far. One professor has said they would finish within the month while the other has not responded to me in over a month. Should I delay submitting secondaries while I wait for the professors to submit them? And what if the professor who hasn't responded, who I've TAed for for a few years, does not turn it in?
